Logistics Associations and Libraries: 7 Public Resources Compared (2026)
Logistics associations publish a great deal in the open, but each speaks for someone: road operators, forwarders, shippers or chemical hauliers. Whose voice a document carries matters as much as finding it.
For each, we name one public document you can download and mark where member-only material begins.

Key takeaways
Stakeholder first IRU speaks for road operators, CLECAT and BIFA for forwarders, ESC for shippers, ECTA for chemical hauliers. Read each document as that side's view. (Each association's about page)
Public and gated sit side by side IRU's library holds a free reform guide next to a driver shortage report reserved for members and subscribers. (IRU library)
Free to read is not free to reuse FIATA's copyright notice bars reproduction without its written consent; our library is CC BY 4.0. (FIATA copyright notice; Vektor research library)
Position papers are advocacy CLECAT lists influencing EU legislation among its goals. Cite such papers as a position, not as law. (CLECAT mission and objectives)
Some libraries are current, some are not FIATA added a practical guide on 8 October 2026; ESC's newest listed position paper is from March 2025. (FIATA practical guides; ESC position papers)
Where to look first
Start from the stakeholder whose view you need. The comparison below labels each library's output as advocacy, guidance or survey work; none of it is legislation.

1.Vektor research library, for reusable ADR reference data
We are not an association and represent no one. Vektor Group is a road freight brokerage in Tallinn, and this is our own ADR reference library: 14 references, 425 linkable entries and 12 machine readable datasets, each naming its source and carrying a correction log. It covers one narrow subject, and all of it is reusable under CC BY 4.0.

2.IRU library, for the road operators' view
IRU calls itself the world road transport organisation; its members are mainly national associations of truck, bus, coach and taxi operators. Its library filters by policy documents, reports, statistics and technical documents. The 2025 reform guide downloads without a login; the Driver Shortage Global Report 2022 is reserved for members, partners or Intelligence subscribers.

3.CLECAT positions, for the EU forwarders' view
CLECAT is the Brussels association for forwarding, logistics and customs services. It states more than 19,000 companies and over 20 national organisations as members. Its positions pages list 47 general and 49 road transport papers, and its papers download as PDFs without a login.

4.FIATA guides and publications, for the global forwarding view
FIATA, founded in Vienna in 1926 and based in Geneva, is a membership organisation of freight forwarders associations; its practical guides page lists 30 guides. The 2026 Market Report, dated 7 October 2026, is a 15 page PDF built on a survey with 111 responses from 46 territories, which FIATA says is not intended to be exhaustive.

The member publications databank links seven member association publications; all seven open without a login, and FIATA disclaims responsibility for their contents.

5.ESC position papers, for the shippers' view
The European Shippers' Council, established in 1963, represents cargo owners: it states around 100,000 companies, through national shippers' associations, commodity associations such as chemicals, steel and paper, and corporate members. The Euro 7 paper downloads without a login; the newest listed is a joint paper of 24 March 2025.

Its projects page summarises three EU funded projects; cite a project's own outputs, not the summary.

6.BIFA information and guidance, for UK forwarding terms
BIFA is the subscription funded trade association for UK registered companies moving freight internationally; it states over 1,700 members. Its hub covers customs systems, the Windsor Framework, NCTS, freight crime and trading conditions. Its liability table gives CMR at SDR 8.33 per kg, converted at the SDR value of 14 September 2026.
BIFA states its STC are for the exclusive use of current members, so the public PDF is for reading, not for adopting.

7.ECTA guidelines, for chemical road transport practice
The European Chemical Transport Association gathers land transport companies carrying chemical goods and runs Responsible Care for that sector. Its guidelines page links 29 PDFs, some issued with Cefic. The loading guideline is Issue 1 of December 2013; the newest is dated 23 October 2025.

Read older guidelines against the current ADR text, which governs where they differ.

Public resources versus member services
| Library | Open without a login | Behind a login or members only |
|---|---|---|
| Vektor research library | All datasets, tools and lists | Nothing |
| IRU library | Reform guide, 2025 | Driver shortage report; fuel price tools; Intelligence Platform |
| CLECAT | Position papers and their PDFs | Members' area, contents not stated |
| FIATA | Market report, guides, position papers, handbook | Member Area |
| ESC | Position papers, policy and project pages | Login area, contents not stated |
| BIFA | Liability table; read-only STC 2025 | STC FAQ, member's guide, insurance note |
| ECTA | Guideline PDFs | Drivers app, full members only |
Using advocacy responsibly
A position paper says what a sector wants from a proposal. It is not the law: cite the paper as the association's position and the legislative text for the rule.
Survey reports need the same care. FIATA's market report rests on 111 responses and claims no universal perspective, so quote it as perceptions, not measurement.
Read more than one side: on the same EU road file, operators, forwarders and shippers can disagree. Membership figures are counted on different bases, so do not compare them.

|---|---|---|
| Association | Full name and the page URL | |
| Stakeholder represented | Quoted from the about page | |
| Geography | Global, EU, European or national | |
| Document | Title, date shown, direct file URL | |
| Type of evidence | Advocacy, guidance, survey, statistics, project output or standard terms; never legislation | |
| Access | Public, login or members only, and the date checked | |
| Reuse terms | Licence or copyright notice as stated, or not stated | |
| Claim it supports | The one sentence in your work that this document backs | |
| Independent check | The legislation or second stakeholder read against it |
Common questions
Are association position papers a legal source?
No. They state a sector's view. Cite the legislation for the rule and the paper for what the sector argued.
Can I reuse an association's report in my own publication?
Only on its stated terms. FIATA bars reproduction without written consent, so quote briefly and link. Our library is CC BY 4.0, reusable with attribution.
Which of these speak for road hauliers?
IRU, through national operator associations, and ECTA for chemical land transport companies. CLECAT and BIFA speak for forwarders and ESC for shippers.
Is Vektor an association?
No. Vektor Group is a road freight brokerage in Tallinn. Our library is listed for its reusable ADR data, not because we represent anyone.
Why do some items ask for a login?
Associations reserve some reports and tools for members or subscribers. The table above shows where that boundary sits for each library.
